Deletes the triggers a worker owns (owner_worker_id, api 0.8.6+) when
the worker is deleted, so a trigger never outlives the worker it drives.

Before this a trigger had no tie to its worker. A notebook run that died before its cleanup cell left its 30s triggers firing into their command topics indefinitely, which was the extra load behind the "pollers fetch 35x too often" incident, and the reason the notebook tagged its topics with a run id.
